They say that
Double negatives are generally discouraged in English because they are considered to be poor grammar and they can be confusing.
But it's not true for F._Paul_Wilson ))

In some languages, double negatives cancel one another and produce an affirmative...
In his Essay towards a practical English Grammar of 1711, James Greenwood first recorded the rule: "Two Negatives, or two Adverbs of Denying do in English affirm".[20] Robert Lowth stated in his grammar textbook A Short Introduction to English Grammar (1762) that "two negatives in English destroy one another, or are equivalent to an affirmative".[20]
And so they do.😎

I believe double negation is used either by afro-americans or people even though they live in the USA or UK, whose native language is using double negation. For example, Scandinavian or German, or alike. Of course it is used and sometimes it is even understood, but not encouraged.

Думаю, примерно так же, как "я не буду этого не делать" ) Хотя и для такого можно контекст найти )
Крупная проза, на мой взгляд, ему удается лучше ) Хотя, может, это только мое ощущение - в рассказах только начнешь вникать, как они кончаются ))

Это если подразумевается одно отрицание, а используется два.
I ain't got no money.
Если два отрицания и подразумеваются, то допустимо, как в примере выше или в литотах каких-нибудь.
Ten thousand dollars is not an inconsiderable sum of money.
She wasn't unhappy with her new car.
Your effort has not gone unnoticed.
Это литературный прием, в обычной речи не приветствуется, т.к. может привести к confusion and misunderstanding. Но с точки зрения грамматики тут все нормально.

Ну погуглите "I couldn't not do it" или "I couldn't not say something". Это все допускается, потому что здесь именно подразумеваются два отрицания. Делается так для того, чтобы что-то подчеркнуть или, наоборот, смягчить. Запрет только на тот случай, когда вам по смыслу нужно одно отрицание, а вы туда ставите два.
Как и всегда, не стоит бездумно следовать формальному правилу. Смысл рулит.

Нас, я помню, подобное учили через fail передавать обычно: I couldn't fail to notice. Или как выше: через not + слово с отрицательным значением (приставкой, суффиксом, предлогом). Нельзя negative concord только, а так пожалуйста. Это же инструмент, надо просто пользоваться по назначению.
So one of the things you have to watch out for is that the two negatives might be negating the content of two quite different clauses or phrases, and getting rid of them might leave something that isn't even similar to what the original said.

Смотрела серию "Доктора Кто" и заметила там "He never won't..." Но контекст уже не скажу, просто обратила внимание, а тему увидела потом. Теперь самой интересно, что ж там было. Но это было так много серий назад.
