yeah, I'd also use 'ought to' if 1) I wanted to show off using less frequent grammar structures at some international exam; 2) I wanted to stress it was not my personal advice but sth coming from some authority - a bit like must vs have to dichotomy, but less pronounced. That's how I feel about this modal without digging deep into the reference books. Maybe [mention]Yety[/mention] could enlighten us? :)

Yes, I've always presented them in a similar way as an opposition of a personal opinion vs an appeal to some moral duty or public opinion. There's a concise way to put it:

SHOULD
is used when we want to express our subjective opinion.
In other words, ‘what I think is best for you to do’.

You should call your mother more often.
He should apologise before she stops talking to him.

OUGHT TO
is used when we want to express an objective truth.
In other words, ‘what is necessary, and cannot be avoided’

That’s why we usually use OUGHT TO when we are talking about laws, duties and regulations.

They ought to follow the school’s policy, or they will get expelled.
According to this road sign, they ought to stop here.

I believe all the other issues ("'ought to' is less frequent, more formal, sounds stronger," "you may sound like a parent", "used for what is desired or ideal", etc.) derive from that 'quintessential' difference. The fact that 'should' serves as a tag for 'ought to' in speaking probably stems from that same difference as much as for phonetic reasons.
You ought to take care of your parents, *oughtn't you? would be an overkill. =)

However, browsing for a nice link, I found something that didn't quite resonate with yety's ears:

We can use ought to when we talk about what is likely or probable:

The concert ought to only take about two hours so we’ll be home by 12 pm.
There ought to be some good films at the cinema this weekend.

If I understand it correctly, they seem to prefer 'ought to' to 'should' when talking about suppositions with modals used in their secondary meanings. (?) Yet I failed to hear even the slightest difference between 'should' and 'ought to' in this usage (except for a certain mannerism of the latter). Perhaps, they did not necessarily mean that.
