Как по мне, то можно to be убрать и будет всё нормально:

( By all accounts, Rodger would appear to be a fine man ) this sounds more natural. The other sentence is correct but not many people structure this way.
To be can mean a few things ( to exist) , ( to happen) , ( to do) etc.
Here's a few examples
( I need you to be strong)
I need you to exists as strong.
( he would appear to be a good fellow.)
He would appear to exists as a good fellow.
( Is this meant to be? )
