* being to or * been to. It is a mistake, therefore, to refer to the

Я просто хотел указать, что IS TO - это не оборот.[ii] The present tense forms are used to give or relay commands
and instructions:
You are to come to the office tomorrow.
He is to stay where he is until I give the word.
В этих примерах, всё-таки, целеполагания в прямом смысле этого слова не обнаруживается.
"Оборот" - в широком смысле этого слова, "оборот речи".

Вы правы. К "обороту" зря прицепился, но тут уже сказался недостаток знания русского.
Читал на днях...Глагол to be используется в модальной конструкции to be to с инфинитивом глагола для выражения планов, договоренностей, приказа, инструкции, запрета и того, чему суждено случится.
You were to work! – Ты должен был работать!
We are to meet Chris at 8 near the station. – Мы встретим Криса в 8 у станции.
What am I to do without you now? – Что мне без тебя теперь делать?
They were going to get married but it was not to be. – Они собирались пожениться, но этого не случилось.

а в этих примерах она звучит странно. Цель, положенная другому, - это задача.)
Это интересное замечание, но его обозначение как модального BE TO слишком общее место - инерция именования слишком велика.
Ну там еще несколько других аспектов IS TO приводятся.

А что значит - модальное? (мы точно одинаково понимаем этот термин, практического смысла в котором, чессгря, не особо вижу?).
