Today I listened to an audiobook and heard something like: "Request permission to come aboard?"
There are customs to board ships / aircrafts / etc in military and they require strange requests or questions (usually sound affirmative from what I found on Internet but sometimes interrogative, like I've heard in an audiobook).

I found separate paragraph about declarative questions in Swan (sec 27, ref 302): That's the boss?
Author notes that inversion is mandatory if a question word is here: Where are you going?
Swan also distinguishes "echo questions": "I'm getting married", "You are getting married?" + "Take a look at that.", "Take a look at WHAT?"
Provided link requires additional search and I found term "Elliptical Yes/no questions". There is not as much info on Internet, this was helpful:
Yes/no questions are often reduced (shortened) in informal conversation. This can be done in two ways, by the formation of elliptical yes/no questions and by the formation of declarative (or statement) yes/no questions.
Elliptical yes/no-questions. Note how the helping verb and sometimes the subject have been deleted from the following questions. Note too the intonation.
You joining us in our lane?
Been swimming long?
Elliptical questions are some of the most common in conversation.
I found many example of question in "Questions: Formal, Functional and Interactional Perspectives" by Jan P. de Ruiter (I saw excerpts on Googl Books). It blew my mind.

In this slides I see a purpose of declarative questions:
* check info: - This (--no-is--) my younger brother. - He is your brother?
* repeat to question of confirm what has already been said: - I lost my job. - You lost your job?
* express surprise, amazement, annoyance: You bought a car?!

FPlay, ну когда стоит right - это называют tag-question, оно там вместо вспомогательного с отрицанием/без отрицания, в зависимости, что в основном. Right?

Да, практически всегда. Иногда даже это right леняться добавлять. Просто интонацией показывают, что вопрос - как французы, почти. Не зря 400 лет под норманами были :)

Ну, так это не называют, хотя смысл похожий.
Скорее, "right?" - это эллипсис сокращение от "Is that right?"
