The phrase is only used in official writings.
Never Hardly ever in verbal communication.
I think nobody pays any attention to the phrase anyway,
they just get straight to the meat of the letter/email
basically the phrase gets ignored.
I just wanted to stress that I was writing in Russian for people,who are still at the early stages..

To whom it may concern
This is a formal salutation/opening in business correspondence
for when you don't know the specific person or the name of the person you write to.
You can't completely skip the header,
but your complaint or whatever will be much more effective
if you try to find out the actual name or at least a specific person.
Still,I remember writing it once
to express my unhappiness with the service received and requested compensation
from easyJet a couple of years ago.

Nope,it doesn't mean Довожу до вашего сведения.
It means: адресуется надлежащему лицу/лицам ... но я не знаю кому именно..
And it doesn't have to be a complaint,it can be any information you want to convey.
For example, it can be acknowledgement of some actions, thank you letter or some such ..

К нам на курсы приходил молодой, но неплохо образованный чернокожий волонтер из NY. Я как раз спросил про эту идиому. Он сказал, что так говорили у них в середине прошлого века и иногда он слышит такое в фильмах. Аналогичным было его мнение про ряд других идиом, которые тогда проходили на курсах.
А насколько часто идиомы вообще употребляются у них в обычной речи? Если с такой же частотой как у нас, то не мудрено, что люди их слышат раз в жизни. Правда, опять же непонятно откуда они их знают. Ну что-то наверное в школе проходят, так же как у нас.

Это же не обычная повседневная речь. Дебаты и сочинения - это как раз те образчики устной и письменной речи, где идиомы стараются использовать, чтобы обогатить изложение мыслей и представить себя в более выгодном свете.
Да и год исследований играет в пользу конспирологических теорий о том, что раньше идиомами пользовались чаще :)

Anyway the numbers were the only ones that I could find quickly. I saw some other statistics long time ago, but I can't find it right now. Still, I remember that it showed the same thing -- people tend to use idioms much more than they tend to think.

А ещё недавно смешной случай по поводу этой идиомы был. Спросил у американцев на встрече, знают ли её у них в США. Они отвечают, мол, многие знают, мы вот слышали. А девушка из наших местных, услышав нашу беседу, говорит: "Ага, знаем! А на прошлой неделе, когда я спрашивала, бегали друг у друга интересовались, что бы это могло значить, потом гуглить начали...Теперь-то уже знаем!"

Yety, well... I'm eager to right the wrong then! Since we have pretty much come up with a new idioma... Let's agree how to properly use it. I propose "my granny could've said that" = "ты ошибаешься", "это бред", "информация давно неактуальна", "я лучше тебя знаю".
