Patricia K. Kuhl is one leading specialist in the area of children language acquisition. You might remember her from the TED talk "The linguistic genius of babies", which was discussed on the efl.ru forum a few years ago.

She along with her colleague Naja Ferjan Ramirez has conducted the largest study of infants (ages 7–33.5 months) designed to assess efficiency of a science based approach to teaching a foreign language to infants.

Here is a short summary of their study: Igniting Bilingual Learning. The full results are published in "Mind, Brain, and Education" (a peer-reviewed academic journal): "Bilingual Baby: Foreign Language Intervention in Madrid’s Infant Education Centers"

For those who don't have time to read the article, let me quote the conclusion:
The current study demonstrates that 18 weeks of foreign language exposure in daily, social, 1-hour long play sessions with native-speaking tutors using a research-based method leads to highly significant gains in foreign language comprehension and production in children between 7 and 33.5 months of age.

A few days ago I had a conversation with my cousin who has been living in Sweden for many years, a highly educated person, Doctor of Philosophy. I tend to trust him and appreciate his opinion that is based on rich experience as well. It is an open secret that Sweden has nearly the highest EF English Proficiency Index. The second, to be exact. There is a widespread assumption that their success lies in similarity between the two languages: English and Swedish. Actually, “the resemblance” is just seeming, it’s not so strong that you can take advantage. My cousin claims that the main contribution is “exposure to English”. Wherever you go, whatever you do you cannot avoid dealing with English. The country just swarms with foreigners. Guess which language they use? Furthermore they don’t dub American movies into «Svenska». As a result children aged so much as 10-11 have a decent command of English. Being a dad of a 4-year-old I might confirm that even an hour a day immersion into English amazes with its effects.
