Есть следующее задание:
write sentences with the same meaning using must or have to.
The law says it is necessary to wear a seatbelt in cars.
В качестве правильного ответа предлагается такой вариант- you have to wear a seatbelt in cars.
Можно ли в этом случае использовать must?

Necessity and Obligation
Must and have (got) to are used in the present to say that something is necessary or should be done. Have to is more common in North American English, especially in speech:
You must be home by 11 o’clock. I must wash the car tomorrow. I have to collect the children from school at 3 o’clock. Nurses have to wear a uniform.
In British English there is a difference between them. Must is used to talk about what the speaker or listener wants, and have (got) to about rules, laws and other people’s wishes:
I must finish this essay today. I’m going out tomorrow. I have to finish this essay today. We have to hand them in tomorrow.

Вот только в запросе фраза - не цитата из закона (где формулируется требование законодателя), а его пересказ.In the United Kingdom, seat belts must be worn at all times if they are fitted to a vehicle unless reversing. Отсюда - менее формальный парафраз с have to: you have to wear a seatbelt in cars (с подразумеваемым прогибом под внешним давлением закона).

Must is a more formal word and, as indicated above, usually found in formal documents such as instructions or laws. This applies to American English I don't know about British English.

If you want to be more strict (stricter), you say "must"
If you want to be more polite, you say "have to"
It depends on the situation, but basically they are the same. Today I must, yesterday I had to... He said that I must (must in the past)... They are the same!

Разница есть, но она незначительна, и со временем вы сами станете выбирать правильный ответ интуитивно. Иногда даже, сказав правильно, не сможете объяснить, почему так сказали. А в экзаменах один ответ будет объявлен неправильным. В экзаменах надо ответить "Маша позвонила", потому что они хотят проверить ваше знание глаголов совершенного вида. Читайте их мысли и угадывайте, что от вас хотят..
