Дело ведь в том, что не подчиняясь требованиям прескриптивистов невозможно ни закончить школу, ни поступить ни в один ВУЗ страны. Там очень жесткие требования к языку и их не соблюдать невозможно.
А все, конечно, не заговорят единообразно. Но вот именно на своих "языках". Конечно, язык это живой организм, но каждое изменение идет с огромным "боем" и пока его не признает значительная часть прескриптивистов, его будут запрещать редакторы и школьные учителя. И без них никуда.

В науке, повторюсь, это, разумеется, может быть огромным тормозом. Но тоже в пределах. Нельзя говорить 'how I can help you?' по какой причине? Правила не разрешают или так не говорят? Так и не говорят в том числе и потому, что правила не разрешают - может кто-то и захотел бы.

Descriptive and prescriptive grammar


A distinction is often made between descriptive grammar and prescriptive
grammar. Descriptive grammar attempts to describe the rules of the language
objectively, accounting for what actually occurs. Prescriptive grammar is
evaluative, guiding readers as to what is correct or incorrect. For example, a
prescriptive grammar may prescribe that none takes a singular verb or it may
allow either singular or plural; it may prоscribe the adverb badly after a copula
verb as in We feel badly about it (insisting on the adjective bad), can in the
permission sense as Can I leave now? (requiring may instead), and like as a
conjunction in They behaved like they know me (prescribing as if). Prescriptive
grammar focuses on phenomena that are in divided usage in standard English,
such as whether data is to be treated as singular or plural, or features that occur
chiefly in non-standard usage, such as the multiple negation in / didn't say
nothing about nobody
(corresponding to / didn't say anything about anybody in
standard English).

Evaluations as to what is correct or incorrect are intended for those who
want to use standard English and are unsure about particular points.
Evaluations may vary, since prescriptive writers rely largely on their own
feelings. They do not necessarily accept evidence of what most educated
people use or even of the usage of those considered to be the best writers or
speakers.

Guides to usage are predominantly prescriptive. Many grammars contain
both descriptive and prescriptive rules. The most sensitive guides and
grammars point to stylistic variation, noting (for example) that the
conjunction like is common in speech in standard English but not in writing.
Pedagogical grammars are inherently prescriptive when their purpose is to tell
their users—for example, foreign learners of English—what to say or write,
but the best are based on accurate descriptions of current uses.

Descriptive grammars that are concerned with stylistic variation
sometimes refer to prescriptive rulings, since the rulings reflect attitudes to
usages that may result in stylistic restrictions; for example, confinement of the
usages to speech or to formal writing. Descriptive grammars generally
describe the standard variety, though some may occasionally refer to different
practices in non-standard varieties. In recent decades, major reference
grammars of English have dealt with both the American and the British
national standards, sometimes noting differences in other national standards.
Descriptive grammars that are restricted to descriptions of standard varieties
may be viewed as covertly prescriptive in that by ignoring non-standard
varieties they implicitly downgrade their value. It is possible to formulate
grammars of non-standard varieties, though there is greater variation in these
varieties.

А я еще пример хотел бы привести…
Тут краем уха слышал какую-то военно-историческую передачу и одна из участниц сказала "… в 1942-м году в районе бухты нарисовался крейсер…". Вот для меня в формате такого обсуждения это звучит примерно как "в 12-м году Наполеон кинул Александру предъяву, а затем полез на него. По ходу разборки оказалось, что кутузовские пацаны круче и наполеоновская братва в конце концов сделала ноги".
Конечно, это лексика, но и с грамматикой примерно то же самое. Вот это, повторюсь, "мы обсудили о том" в речи наших депутатов. Мне лично это режет слух и я считаю это безграмотным (сам я тоже делаю массу ошибок, но не считаю, что к этому надо хоть сколько-то стремиться).
Я показывал примеры использования глаголов состояния в прогрессиве из Хьюингза американцу и он сказал, что ему это очень не нравится. Презент перфект с обстоятельствами прошедшего времени – ведь это пришло из речи футболистов, а они, равно как и депутаты, не самая наиобразованнейшая часть общества :)

Я думаю, что это очень непростой вопрос – где уступать давлению широких масс, что называется, а где и нет.
В любом случае в школе детей всю дорогу отучают от того, чтобы говорить так, как им хочется, и заставляют говорить и писать так, как им не хочется.

В любом случае в школе детей всю дорогу отучают от того,
в районе бухты нарисовался крейсер, который всю дорогу перемещался с места на место..
вполне себе гармонично )

Так депутат билингв, наверное)). Наши люди частенько после долгой жизни "там" "берут автобус", "решают если я прав" и т.п.

Нет, наполеоновские круче, точнее "пацаны " примерно равны , возможно да, кутузовские покруче, но в целом наполеоновцев управление лучше

Судя по количеству тем с обсуждением *discuss about, не кажется, что это из-за языковой интерференции, хотя некоторые считают, что этот вариант спровоцирован нем. diskutieren (-/über).
It's most likely a mistake caused by negative transfer from a different language, possibly German. In German, "diskutieren" (= discuss) can be used correctly both with and without "über" (= about). If you hear someone say "discuss about", he's most likely a German native speaker. {no singular they, btw}
Разбор ниже может показаться интересным тому, кто может испытывать какие-то трения с понятием "object of a preposition":

Perhaps the distinction would be clear if you were to replace the transitive verb with an intransitive verb like "gossip," which doesn't require an object:

No member is allowed to gossip about the decisions taken by the Executive Committee.
No member is allowed to discuss the decisions taken by the Executive Committee.

In this case the noun "decisions" serves as direct object of the verb "to discuss."

In your version, and in my "gossip" version, "decisions" serves as object of the preposition "about." It can't be both object of the verb and object of the preposition at the same time.

You may not omit the direct object from "discuss" and simply say, "No member is allowed to discuss." But, since "gossip" doesn't take an object, it's correct to say, "No member is allowed to gossip." You may then add modifiers if you choose: "gossip maliciously," gossip about the weather."

Since "discuss" does take an object, which is understood by definition to be the subject talked about, no preposition is needed, and the idea of "about" is redundant.

So there are two good reasons why "about" cannot be used: (1) it's redundant, and (2) it requires the topic for discussion to be both object of the verb and object of the preposition - a grammatical impossibility.

Let's talk about this. (reply) About what? "XYZ !"
Let's discuss this. (reply) Discuss what? "XYZ !"

You should see clearly that the "about" already resides in the concept of "to discuss XYZ."
Забавно, что discuss *about воспринимается, как избыточность потому, что discuss уже само по себе = talk about, так же, как и в русском приставка ОБ- уже предполагает переходность глагола об-суждать (проблему) = судить О (проблеме). Но, к сожалению, этот переходный характер глаголов на О- вроде ОБсуждать не всегда ощущается носителями, внутренняя форма искажается.)) Аналогично: О-платить ЗА проезд - под влиянием платить за проезд.

2 Descriptive and prescriptive approaches to grammar

There is an important distinction to be drawn between two kinds of books on English grammar:
a book may have either a descriptive or a prescriptive goal.

Descriptive books try to describe the grammatical system that underlies the way
people actually speak and write the language. That's what our book aims to do:
we want to describe what Standard English is like.

Prescriptive books aim to tell people how they should speak and write - to give
advice on how to use the language. They typically take the form of usage manuals,
though school textbook treatments of grammar also tend to be prescriptive.

In principle you could imagine descriptive and prescriptive approaches not being
in conflict at all: the descriptive grammar books would explain what the language is
like, and the prescriptive ones would tell you how to avoid mistakes when using it.
Not making mistakes would mean using the language in a way that agreed with the
descriptive account. The two kinds of book could agree on the facts. And indeed
there are some very good usage books based on thorough descriptive research into
how Standard English is spoken and written. But there is also a long tradition of pre­
scriptive works that are deeply flawed: they simply don't represent things correctly
or coherently, and some of their advice is bad advice.
Perhaps the most important failing of the bad usage books is that they fre­quently
do not make the distinction we just made between STANDARD VS NON­
STANDARD DIALECTS on the one hand and FORMAL VS INFORMAL STYLE on the
other. They apply the term 'incorrect' not only to non-standard usage like the [.B] forms in [1]

but also to informal constructions like the [.B] forms in [2].

But it isn't sensible to call a construction grammatically incorrect when people
whose status as fully competent speakers of the standard language is unassail­
able use it nearly all the time. Yet that's what (in effect) many prescriptive man­uals do.

Often they acknowledge that what we are calling informal constructions are
widely used, but they choose to describe them as incorrect all the same. Here's a
fairly typical passage, dealing with another construction where the issue is he
choice between I and me (and corresponding forms of other pronouns):

Such common expressions as it's me and was it them? are incorrect, because
the verb to be cannot take the accusative: the correct expressions are it's I and
was it they? But general usage has led to their acceptance, and even to gentle
ridicule of the correct version.4
By 'take the accusative' the author means occur followed by accusative pronoun
forms like me, them, us, etc., as opposed to the nominative forms I, they, we, etc.
(see Ch. 5, §8.2). The book we quote in [3] is saying that there is a rule of English
grammar requiring a nominative form where a pronoun is 'complement' of the verb
be (see Ch. 4, §4.1). But there isn't any such rule. A rule saying that would fail to
allow for a construction we all use most of the time: just about everyone says It's
me
. There will be no ridicule of It is I in this book; but we will point out the simple
fact that it represents an unusually formal style of speech.

What we're saying is that when there is a conflict between a proposed rule of
grammar and the stable usage of millions of experienced speakers who say what
they mean and mean what they say, it's got to be the proposed rule that's wrong, not
the usage. Certainly, people do make mistakes - more in speech than in writing, and
more when they're tired, stressed, or drunk. But if I'm outside on your doorstep and
I call out It's me, that isn't an accidental slip on my part. It's the normal Standard
English way to confirm my identity to someone who knows me but can't see me.
Calling it a mistake would be quite unwarranted.

Grammar rules must ultimately be based on facts about how people speak and
write. If they don't have that basis, they have no basis at all. The rules are supposed
to reflect the language the way it is, and the people who know it and use it are the
final authority on that. And where the people who speak the language distinguish
between formal and informal ways of saying the same thing, the rules must describe
that variation too.

This book is descriptive in its approach, and insofar as space permits we cover
informal as well as formal style. But we also include a number of boxes headed
'Prescriptive grammar note', containing warnings about parts of the language where
prescriptive manuals often get things wrong, using the label 'incorrect' (or 'not
strictly correct') for usage that is perfectly grammatical, though perhaps informal in
style.

Когда училась, нам в головы вбивали, что нет такого зверя как wrong grammar. На примерах pidgins and creoles показывали, что любая широко используемая языковая система имеет свои consistent underlying rules, которые нельзя рассматривать как inferior.

Всё так, всё так, но хитрые профессора часто забывают при этом упомянуть, что language is a social marker. Можно махать флагом и гордиться своим «ложить», к примеру, но в этом случае не стоит рассчитывать на радушный прием в лучших домах ЛондОна. Как и сами профессора на станут вещать с кафедры: "I bin tink’n bout grammar stuff.”
