Past Simple or Past Perfect in the context of something that happened by the exact time yesterday

Here's a sentence:

Alice said that the taxi had arrived by 7 o’clock that day (in the direct speech, yesterday.)

What worries me is this:

If what Alice said was, "The taxi had arrived by 7 o’clock yesterday ", would that be a grammatically correct use of past perfect? Or should simple past tense be used when speaking about what happened yesterday by the exact time? My gut feeling tells me, it should (or at least might), but hard as I try, I can't find the reference to be quite sure. It seems I missed something important when leaning the tenses. but with nothing to plunge from into a deeper past and use past perfect, it really puzzles me. Could anyone help?

P.S. I wouldn't have thought of asking this if I hadn't come across a test on a Russian English-learning site, where the sentence "The taxi had arrived by 7 o’clock yesterday" was marked as the only correct answer.

British Council seems to agree with you ..
The film started at seven thirty.
unless by 7o'clock is substantially different from at 7 o'clock , that is...?

Don't think so. That's the case for the past perfect. And that's by 7 o'clock as different from at 7 o'clock that requires the backshift.
Just like by now would make it perfect in the present.

Yep, by and large (never say always:)). We should keep in mind, though, that with before a past perfect is optional, whereas with by one can hardly imagine a context to justify a past simple.

...the train had... left.

Я встречала by c simple past, если нет необходимости подчеркнуть перфектность.

Значит ли это, что, без перфектности, можно сказать:
By the time I got to the station the train had already left. - ?

Возможно, вы имеете в виду past simple + by (the time) с непредельными глаголами вроде be или have (=own), когда состояние продолжается и после того, как the clock struck seven:
By can also suggest the idea of 'progress up to a particular time'.
By the end of the meal, everybody was drunk.

From all I could so far gather about the past perfect, the crucial idea is that it is always used contrastively with another tense either explicitly or by an implied contextual verb. It seems that no one can use it ex-nihilo: you always 'need something written or said, or just bear that something in mind to go further into the past. In my question, as I now start to understand it, it's the fact that at seven o'clock, clocks do show seven, and the taxi had arrived no sooner than/by the time they did so. Please correct me if I got something wrong.

My most profound apologies to Yety for using "always" twice, trying to express my general understanding of the past perfect in the contest of my silly--now I see it is that--question.

Да, и это тоже. В книгах встречалось и He came by noon или что-типа этого, не помню точно.
Но чаще с by идет перфект, вы правы. Only joking! :)

You are absolutely right with your understanding of the past perfect but here is the quote from a news story: 'The campain began towards the end of February. It lasted several weeks before stopping. Then, by mid-March, it picked up again."

It's just a succession of events here. Hence - 'then', and 'by mid-March' is in commas to offset an appositive from the rest of the sentence.
Besides, it's a stative use of the verb; a past perfect here would imply that after mid-March the state of 'picking up' would be terminated as if it were some kind of event.

Olya, thanks for the example. I can also (on reading Yety's comment) explain the use of past simple by the vagueness of the "mid-March" term, which may mean any uncertain day around the middle of March. Were it the exact date, the past perfect would be used, I think.

Так Yety увы не говорит "чаще идёт".
Он ведь вместо того ,что бы принять факт, о котором Вы его любезно проинформировали, ни говоря ни да ни нет, задаёт свой коварный вопрос "значит ли это".

По-моему, зависит от того, что вы хотите подчеркнуть.

Если вы хотите сказать, что когда пробило семь, машина уже давно приехала, то:
By 7 o'clock the taxi had already arrived.

Если вы хотите сказать, что машина подъехала к 7-ми, то:
The taxi arrived by 7 o'cock.

Также как, например:
We arrived by night.

Как здесь, к примеру:
Three years ago he arrived by night in a black Camaro.
В разговорной речи past perfect вообще отмирает, так что смело везде можно использовать simple, если только значение не меняется.

Not necessarily.
Your assignments are due by 3 pm on Monday. This would mean before 3:01 pm but including 3:00:59 pm.

By means not later than; AT or before (https://dictionary.cambridge.org/us/dic ... english/by).

Не совсем поняла, о чем вы, но без паст перфект иногда не обойтись, так как он показывает, когда происходило действие - до (PP) или после (SP).
I arrived in London two years ago and soon found a job there. VS I arrived in London two years ago after I had found a job there.
