да, но в некоторых контекстах, я думаю, может быть заменой, особенно в связке с again, например:
Я снова наступил на те же грабли, заказав комплектующие у того же поставщика. Он никогда не укладывается в сроки!

I think shooting myself in the foot is not a particularly suitable option.
The point is: to express repeated avoidable mistake.
The Russian idiom implies forgetfulness of our prior experience shooting myself in the foot + again just shows that I caused damage to myself repeatedly
yes, it was a mistake, but then we might as well add again to pretty much anything:
I fucked up again
I screwed up again
I've lost my keys again

rakes perform the same way all the time according to laws of mechanics. people don't. so we have grounds to expect better from them.

The phrase stems from the printed news media industry. If the content of an issue needed to be revised just before, or during its printing the printing press was stopped and content amended, such as by changing the plates or type, before restarting it. Reasons to stop the press might be to add a news item or correct an error. This could cause delay and expense, such as by necessitating that already printed copies be discarded, so was generally reserved for highly significant content changes such as the breaking of a very important news story.
