Generally, in American English, collective nouns take singular verbs. In British English, collective nouns are more often treated as plurals that take plural verbs.
However, the use of a singular or plural verb can depend on the context of the sentence.
If you are referring to the whole group as a single entity, then the singular verb is best.
For example, “the school board has called a special session,” or “the faculty eats the donuts.” When a group noun is used with a singular determiner (e.g., a/an, each, every, this, that), singular verbs and pronouns are normal, like in this sentence: “The team is away this weekend; they have a good chance of winning.”
There are other contexts where the plural verb is more natural: My family are always fighting among themselves. When the individuals in the collection or group receive the emphasis, the plural verb is acceptable.

But (and there is always a ‘but’, who said language was straightforward?) there are a few exceptions and issues to beware of. If you look up police in our online dictionary, you’ll see that it bears the information ‘treated as plural’. This is current accepted usage in both British and American English,

После поиска в гугле по BBC и прочим The Guardians вердикт таков, что в единственном числе полиция употребляется в случае, когда это полиция города/района такого-то ("MPs told Devon and Cornwall Police is 'on a cliff edge' - заголовок, таких примеров найдено много), либо как концепт ("The police" is not always plural. If it names the institution of the police, as a governmental body or as a concept in political theory, then it is singular" - со слов калифорнийца на wordreference)
В остальных случаях употребляется множественное число.

Вот, кстати (мб), в подтверждение того наблюдения, что Devon and Cornwall Police в единственном числе - это, похоже, согласование с подразумеваемым словом Department, в комментариях под тем же блогом кто-то спрашивает автора:
The Leith police dismisseth us... - с согласованием с винтажным ед.ч.
тоже является иллюстрацией того же употребления - с упоминанием месторасположения участка.)
Кстати-2. О том, что эта скороговорка суперсложна даже для носителей, свидетельствует хотя бы то, что во всём youtube полностью начитана она только "говорилкой":
