Правильно ли понимаю, что подобная конструкция редко используется по причине того, что она довольно жесткая по отношению к собеседнику?

Я бы не сказал, что жесткая. Просто в таких случаях она не означает будущее время.
Переводится типа "Если вы пожелаете (соблаговолите) присесть, мы начнем."
Т.е. используется не в его модальном значении как вспомогательный глагол будущего времени, а в значении глагола.

Вопрос в том не несет ли подобная конструкция негативной (в смысле повелительной) коннотации в современном языке.
Используется крайне редко, когда вспомнил, показалось, что несет.
Опять же, а сейчас как?

Ну вопрос-то основной в том, как это сейчас воспринимается.
100 лет назад фраза "если вы изволите/соблаговолите присесть и подождать" - могла восприниматься как норма.
В современном языке - звучит как издевательство, в любом контексте.
Ну и соответственно интересно, в английском так же или нет?

"Соблаговолите" по-русски - это только попытка прояснить буквальный-этимологический смысл глагола will в подобной конструкции, издевательски звучит только из-за своей винтажности. По-английски if you will звучит не столь старомодно, а вполне нормально-современно, поэтому таких однозначных коннотаций не предполагает.
Это несколько разные употребления.)
if you will в исходном вопросе - это (6).
Таких случаев, кажется, всего 6.

ГП читал давно и на русском, иначе, думаю, не задавал бы таких вопросов.
В части, налицо действительно формальный стиль и экстра вежливость, а в части, как-раз то о чем я думал, т.е. жесткая, раздраженная коннотация. То и другое, очень жескто привязано к контексту, похоже.
Из ваших примеров:

Здесь есть patiently - стало быть добрый, старомодный дедушка.

А вот тут - явно издевается человек.

4. Used to indicate requirement or command: You will report to me afterward.

Ну да, ведь традиционно в британском английском было четкое деление на модальное и вспомогательное употребление shall и will:
• I shall drown; no one will save me!
• I will drown; no one shall save me!
При "смене" лица и will/shall менялось значение. Теперь это стерлось, но, в общем-то, все значения представляют собой в той или иной мере "чистую" будущность или модальность в смысле я "волю" утопиться как в примере.

Наверное, "горазды" верно передаёт смысл.
Чессгря, никогда не ассоциировал habitual will с этой фразой. Здесь, казалось, вполне явно выражен будущий компонент значения.

Ну а я вообще про него от Бонда узнал. :)
В том что читал, не встречалось.
Но, в принципе, логично (если знаешь :) ), в плане, что People will talk != Люди будут говорить.
Если это будущий компонент значеня, то обрубок какой-то выходит. Что люди будут говорить, кому, зачем... Не по английски как-то.
Для "Пойдут разговоры", наверняка set expression есть какой-нибудь красивый. :)
