be up to/get up to mischief (=do something bad):
The boys are always up to some mischief or other.

Is the "with" really about participants of the activity?
And if it is, why?
For me, "mischief with" looks more like pointing to the object of the mischiefing. Like "fight with", for example.

I don't really think it can be used as a transitive expression (with a direct object, albeit a prepositional one), like laugh at someone, for example.
The sample sentence above was meant to illustrate that.
More sentences with the same idiom:
The best seat in the house is up at the bar getting up to mischief with the bartenders; these boys not only know how to have a good time but they're the creative geniuses behind the drinks.

Layla the ladybird isn't like most ladybirds. She loves nothing more than to sneak off and get up to mischief with her forest friends.

A rock star on vacation in the Mediterranean with her boyfriend get up to mischief with her old flame and his blonde young tart of a daughter in ...
So, it should be clear that 'with someone' here means 'together with someone'. Well, unless you find an example that proves otherwise.)

Ну тогда, по идее, что-то вроде "(вместе с друзьями) задумывая проказу".
Getting up - мне видится как акцент на подготовке чего-то.
