Is the "with" really about participants of the activity?
And if it is, why?
For me, "mischief with" looks more like pointing to the object of the mischiefing. Like "fight with", for example.

I don't really think it can be used as a transitive expression (with a direct object, albeit a prepositional one), like laugh at someone, for example.

The women of your example are not the object of the mischief. The are not victims of the culprits' mischievous conduct, but rather their accomplices.)
So, it is "пошалить, порезвиться с тёлочками", not "приколоться над ними".
And the intransitive character of the expression stands, I'm afraid.)
